How do I turn my iphone4 into a hotspot form my iPad?

There should be an icon for the hotspot on the phone, but before you can use the hotspot you will need to add the mobile hotspot feature to your calling plan, it is $20 per month for 2GB of data usage each month.

If there isn't an icon, you can most likely find the mobile hotspot feature in "Settings" of the phone.

That is a great question. To clarify, it sounds as though you want to use your Verizon Wireless iPhone 4 as a hotspot for your iPad. 

From the iPhone4 go to 

Settings>Personal Hot Spot>Turn it ON>Select YES when prompted to turn on Bluetooth or Wi-Fi.

From the iPad go to 

Settings>Wi-Fi (turn it on)>Choose a Network>Find the iPhone 4 in the list

If applicable, enter the network password.
