Does this happen after rebooting as well?  (Try holding the home and power buttons to restart)

babygirl8782 are you on iOS 9.0.1 or 9.0.2? There was an issue that was resolved with one of Apple's software updates. Check this link out for more info: If your iOS 9 device is stuck on Slide to Upgrade - Apple Support
