I used itunes to upload photos to my iphone4s but it won't let me delete some that I no longer want. I used a file manager app to upload some others. On those, there is a garbage can icon at the bottom, but it's not there on the others. There's gotta be a way!

First turn off photo sync on your iPhone
Then go to the Photos Icon and open the photos. Then do a select of each photo you want gone and select delete.
The problem or maybe not a problem is on idevices is anytime sync is on and you try and remove something from one device unless sync is set to off the other device/program will put them right back on.
You can get guidance there.
Good Luck
Settings-Photos & Camera-My Photo Stream
Turn it off.
