I am unable to turn my wifi option on from  the screen. the bar will not move when I swipe it

Have you tried simply tapping it instead of swiping?

Has it worked before?
What iOS version?

Tapping does not work either,

It has worked before, iOS version 7.0.02

Have you tried a hard reset of the phone?
How about updating to the latest iOS version?

just updated to 7.0.3 no luck, how do i do a hard reset?

Hello kjac76,

     We know how important is is to stay connected while on the go, especially when wifi is available. It's a great way to supplement your data usage beyond your data plan. Other community members have given some great suggestions. To add to those suggestions, may have you try resetting the network settings prior to a hard reset. For steps on how to do so, please see link below:

     Once you have done so, please test all voice and data services, including wifi connectivity. If you are still having an issue then a hard reset can be done on the device.
