My phone won't send or receive picture messages and I ran through my 2 gb of data last week. Is that the reason I can't send or receive pictures?

In settings make sure Text/MMS/SMS is check to on (slider control)

Also make sure cellular data is on under settings.

Lastly make sure the photo you select is not too large to attach.

Lastly make sure the photo you select is not too large to attach.
