I cant download iCloud for some reason, I want to upgrade my iPhone today but need to know if a Verizon store can transfer my contacts, texts and pics over to a new iPhone

Upgrading is really fun, but not if you can't transfer all your stored stuff to the new phone! Which model iPhone do you currently have and is the software up to date? If you go into your Settings >iCloud is it set up with your email address and is everything underneath that you want backed up turned on?
