I need to replace a water damaged iphone 4... how do I do this and how much will it cost?

Apple doesn't cover water damage under warranty... so that doesn't work.

If you know how to replace it either through Apple/Verizon/ Best Buy let me know and how much it costs.

Do you have the insurance through Verizon? It would be $169 through $199. Apple if you have AppleCare plus you would have paid $49

Bummer.  If you don't have an upgrade available, you'll have to either pay full retail price for the phone or get one off ebay or somewhere.  There's also Verizon's pre-owned replacement program, but device choices are limited.
