ISO 7.2 Can't make a call verizon asked for my credit card, How do I fix this?

I upgraded to iso7.2 and can't make outgoing calls! I get a recorded message from Verizon to asking for my credit card or make the call collect. It's a local call.

I can't get e-mail and have reset all my account settings and password and still no mail. I can get my mail when I'm connected to home network.
