The internal storage shows what you have left so since you have an 8 GB iPhone 4, 2 GB of that memory was need for system information or all the apps pre-loaded on the phone, so the more apps you add the lower that 6 GB will go down.

some of that 8gb is taken up by the software needed to run the device.
