If i have an iPhone 4s and I'm eligible for upgrade, can i wait a year until the iphone 6 comes out or is there an expiration date on how long you can wait to upgrade?
The upgrade eligibility doesn't expire. After your contract end you continue as a month to month contract.
I have been eligible for an upgrade since Feb 2012 and out of contract for over a year now.

IF YOU PAID IN FULL FOR PHONE: you shouldn't have a contract you have to continue, you can just buy the other and switch immediately
IF YOU PAID REDUCED PRICE FOR 2 YEAR CONTRACT:
You will have to continue using your current phone until the end of the contract. UNLESS: unless you pay the ETF cost (which is quite high) which basically pays off the phone your bought but for the full price. Then you can switch and upgrade to whatever you would like.
