No...  If the device is off all radios are off as well and the phone has to be transmitting a signal to be tracked, also if you had no tracking software installed you couldn't track it even if it was on...

How would that work if the user didn't install any app or granted access to the devices location?  If a person can just track a device with and permission this would be a big security issue...
