Is there anyway and At&t Iphone 4 be unlocked and used for verizon?

It can not. The ESN is not in VZW database

Besides there is not an ATT iPhone 4, It is an iPhone 4g (not LTE 4G)  and it is strictly a GSM device.

iPhone 4s is the dual radio.

The AT&T iPhone 4 is pure GSM.  The Verizon iPhone 4 is pure CDMA.  The iPhone 4S is GSM/CDMA, BUT Verizon won't activate any iPhone 4S that isn't purchased through them or Apple specifically for Verizon(They do not allow foreign ESN on their network). 

Bud it's iPhone 4, not iPhone 4G.

As mentioned, there is no way to use an iPhone 4 from AT&T (which, despite what Budone stated does exist) on the VZW network because AT&T's iPhone 4 was GSM only while VZW's is CDMA only. As far as the 4s goes...I don't know of a legitimate way to get an AT&T one to work on VZW...even the Apple website states that those that purchase the unlocked iPhone 4s from them will only be able to use it on GSM networks (which would exclude VZW).
