Sending and receiving pictures

My husband and I recently got iphone 4's, we are unable to send pictures unless we are off of wifi and have our 3g cellular data turned on. We have both also not received any pictures that multiple people have sent us. Is this a problem that other verizon customers are having? You should be able to send/receive pictures regardless of wifi or cellular data. Any suggestions?

No, the phone is functioning as designed.  MMS (picture messages) can only be sent via the Verizon Wireless cellular network.

So can you only receive mms on the network as well?

That is correct. The attachments only download over the Verizon Wireless network and not on WiFi.

I have done wifi for picture iMessage but if there not both iPhones that would not be applicable. Text messages use Verizon voice connection so being on wifi shouldn't affect it unless your on the phone.

Yes I have mms on. I can send/ receive to my mothers iphone over wifi but when I send to other people who have iPhones over wifi it fails and I also never receive there pictures. Doesn't make sense to me.....
