Any idea if I should be able to surf and talk on the iphone 4s at the same time with WiFi turned off? I am getting multiple answers from Verizon.

No you can't... In order to do so you need wifi.

Verizon is CDMA, as stated above, ONLY 4G LTE phones can talk and surf at the same time, other than that, ALL other phones cannot talk and surf at the sime time using 3G.

All we can do here is answer your question about talking and surfing simultaneously, which cannot be done and is no big secret.
Whether or not "they" lied to you will have to be decided by you. It would not be the first time a store rep gave out mistaken inormation. All carriers, too.
