My sister does not want her Iphone 5 and wish to switch to my Iphone 4s with unlimited data plan. How can this be done? Is this possible without changing the data plan?

She just want the phone not the unlimited data plan.
It would be easier to do this at a corporate store or if you have a third phone to use for calling customer service. The biggest thing is you want to ensure your data plans aren't changed and you will need a new SIM card to associate with with your phone number to use in the iphone 5. Also you should be aware the warranty of the phones won't transfer to the new user and the insurance won't as well.
