Verizon Wireless has a policy in place for the people requesting SIM unlock for their devices. They require the people calling to be current Verizon Wireless customers and have maintained an account with Verizon Wireless for a specified time. There are additional qualifications as well.
Since you are not a Verizon Wireless customer, you don't meet the criteria for the SIM card unlock.
