Weird issue activating Ebay phone

hey, I bought an I phone for my son on ebay he turned it on, dialed *228 a voice said "configuring" and he started making calls. No asking for old number or #acc. #ss or anything.??

Which iPhone did you purchase? Can he receive calls on that phone if you call his number? If you go to My Verizon online do you see the new activated on the line?
