Why can't I activate my iPhone 4s with a SIM card?

I purchased a refurbished iPhone 4s to replace my current iPhone 4s because it is getting old. When I received it I figured I could do what I have done with my iPhone 6's and just swap the SIM card. But on the iPhone 4s this didn't work, the old phone still calls and texts with no SIM card installed.

Yes, the 4S only uses the SIM card for global travel.  It is not used for Verizon service since it us not a LTE phone.  You must dial *228 to activate.

I am glad you were able to find another phone CONMOC2. Weth is correct by saying you would have to dial *228 to activate your phone. Were you able to get that done?
