What information is accessible on i4s when traveling out of the country without an international plan?  Does GPS work?  Can you access saved email? etc?

Mail won't be an issue for you as long as you've received it prior to travel; if you want new mail, however, you will need to have internet access--WiFi or cellular data.

Weth is right about the GPS. In order for your device to locate you, you will need cellular data. A good way to test what you can and can't do is to enable Airplane Mode on your device and play with the Maps application.

You can access Mail saved on the device.

GPS works with the cellular radio on.  however, the maps would need to preloaded to make any use of the gps without using expensive roaming data to download maps in real time.  Also since you must have the cellular radio on, you are exposing yourself to using roaming data, which is what you are trying to avoid.
