can the I Phone 4 S be reprogrammed for 4 G LTE service?

I have the I Phone 4 S and I already know its a 3 G device but could my I Phone 4 S be reprogrammed to go on the 4 G LTE service please let me know thanks  also I was told by Apple the cellular companies are not under contract with Apple for the type of network the cellular carriers have the type of network is determined by the cellular carrier please correct me if I am wrong about anything I posted here ok thanks again
