i just bought an iphone 4 from my friend and i cant activate it. do they have to pay their bill before they deactivate the phone?

no, they just need to switch in another device to the line or a dummy device (can't be active on any other line of service).

     I wanted to touch bases with you to see if you were able to get your iPhone 4 activated. I know that you are eager to enjoy all the greatness that the iPhone 4 has to offer. After all, it's one of the best smartphone of all time. Were you able to get the iPhone deactivated from the previous account that it was on? Also, keep in mind that you will need to log in with your own Apple ID on the phone. This way, your iTunes purchases and transactions will have an electronic receipt associated with your personalized Apple ID. If you need assistance with the activation or the device setup process then let me know.
