totally what it says above, how do i do it? not siri, but voice control. thanks to my case it turns on at the worst times, and i just don't need it.

You can't have voice control when Siri is on. So the best way to go is to raise to speak Siri so if its in your case it knows when you put it up to your ear. You can have Siri on to not have voice control on and if you use restrictions shut off Siri voice control will be available. If you dont press home key it wont come on.
You can get a Verizon iPhone 4S cover because the universal ones don't always work since Atat iPhone is slightly different enough the cover might not work as good as Verizon specific one.

I believe you can go to settings, general, accessibility and turn voice over off.

i have siri off, and voice over off as well. yet, when the home button is held (when locked) it activates voice CONTROLS. i don't want the home button to do ANYTHING when locked. is there a way to disable functions associated with the home button? if not, can i turn off all sounds associated with voice controls and siri? even if i manually turn down all sounds and mute my phone, it still chimes when voice controls are activated just by being in my pocket.

this has been off since i took it out of the box, and is not associated with voice controls.

I don't think voice control can be disabled

Usual you can by turning the upper left slider button to red which mean mute but voice control is not apart of that.

As your fellow community members ahve mentioned you are unable to disable both Siri and the Voice Controls. You can only disable one or the other but not both.
