Hi pkw51! You can reboot the iPhone by pressing and holding the Home and Power keys at the same time until you see the Apple logo.

I may be asking incorrectly.  I did hold both keys down and abou 20 to 40 seconds the apple logo came on and then shortly the screen goes blank and nothing happens when i attempt any action.  I plugged it into my lap top where I have previously downloaded (pictures) and created an itunes account when I got the phone.  Nothing happened,  I thought it would prompt me to do something but no response appeared on the phone or the lap top.   A message appeared very briefly of a usb cable with an arrow pointng at the word itune.  I don't understand what it wants me to do.

You need to complete a force restore. Open iTunes, keep the USB plugged into the computer, then attach the iPhone to the other end of the cord WHILE holding down the home button at the same time. You will receive a prompt on the computer screen stating the it has detected the phone is in recovery mode. Release the home button. Then follow the prompts on the computer to restore the phone.
