Are you logged in to iCloud on your phone?
Are you sure it's not backing up?
On the phone, when you go to Settings > iCloud, what does it show? Are there items selected (ie the selector is green)?
When you then hit, Storage and Backup, what does it read under "Storage"?
Is iCloud Backup selected?
What happens if you select, "Back Up Now?
