iPhone with voice plan but no data plan

When I buy a new iPhone, I would like to pass down my old one to my daughter. There will be no contract on the phone (paid off), so can I just get the voice plan and texting but no other data plan?  (I don’t want the phone to use data plan.)

No you can not just get the voice/text plan and no data plan.  Verizon requires a data plan with the iPhone.
