My dad has recently bought me an iphone 4 from a pawn shop and was told that it was ready to be used. It is wiped clean of everything and is a Verizon iphone. But when I tried to call and set it up, I was told that it was still active on another account. Is there a way to deactivate off that account?

I'm so happy your dad was thinking of you and bought you an iPhone howard03. The phone you are trying to activate may have been reported lost or stolen on another persons account and given to that shop. I the advise provided by ttipgem is great. Your dad should return the phone because as long as its in our system, we wont be able to activate it without the consent of the person who owned it previously?
