Settings-wifi-turn wifi on.

then click on your network and enter your pass code to connect. this needs to be done once.

Now if you don't have a wifi connection at home you will need to get one at a local retailer.

If you are connecting via a public wifi hot spot outside your home many do not need a pass code and will just alert you to available networks.

I am assuming you have an iphone since itunes does not load on android phones and tablets.

Do you have another phone to add the mobile hotspot to the phone then you can turn that on to give your iPhone on. Or do you see any available connections you can do. I thought you could plug into iTunes without Internet but I could be wrong. Vzw might be able to activate but I had that problem with a replacement and there system wouldn't activate it..

Stop at a Starbucks or McDonald's should take a minute.

if you are in a public place, be sure to attempt to hit a web page like google.  A lot of times you will be prompted to accept the terms of connecting, it's only after you accept the terms that you can then use the net to configure your device.

You can't if you haven't activated it.

I dont think you need to activate the device to use the wifi.. on an iphone, you actually configure (connect to icloud, etc) prior to activating the telephony if I'm not mistaken.

This does not apply unless the iPhone users does as I instructed. You don't need to accept any terms or conditions if wifi is on and you connect to an open network. Places like McDonalds and Jiffy Lube are just set up to scan for any available network in which you join if it's open wifi or you must have the pass code to access a closed Internet.

You must read exactly what the op asked.

I think iTunes works over 3G or 4G but the person has to set up an iTunes account from the web first.

That may be the problem with original poster in addition to not having set up wifi.
