Not quite sure what you're asking...but here are a few stabs in the dark.
In general, if you don't have a text messaging plan on any provider then it will cost you to send and receive text messages unless you have a block placed on your account to stop text messaging from being sent or received. So yes, in some manner it costs non-verizon users AND anyone else to text.
If you're asking about the iMessage feature on the iPhone...it will cost anyone that does not have an iOS 5 device (iPhone or iPod with iOS 5, iPad or MAC) to send a Verizon customer a text. This would not be an iMessage if it was sent from any other non iOS device. If it is an eligible iMessage then it will be free regardless of what carrier is used (unless for some reason the iMessage system is down or not enabled on the device sending or receiving...at which point it will be sent as a regular sms text message UNLESS you turn that feature off in settings).
