I'm dialing *228 to update roaming capabilities and getting a pop-up that says This number is not allowed. It's happening on all the lines on my account. Has this happened to anyone else?

You cannot dial that number for LTE devices.

There's no need to update the PRL if that what you are trying to do.  It is done automatically with the SIM card.
