I can't think of any reason you wouldn't be able to do so. I don't think it is the best method to purchase the phone, but I would assume it will be one of the options.

That's not Verizon's fault. Apple is not doing preorders for it at all.

You can order online through Verizon on 9/20. You still don't need to deal with a store, you just can't preorder.

It's not a choice Verizon gets to make. If Apple does not allow preorders for the 5S (which they're not in this case, either directly through Apple or through any carrier), then the carriers can't go against that directive. Apple is quite strict about what they do and do not allow to be done with their products, including what the sale prices are allowed to be on them. If you don't follow their rules, you can't sell their products.
