Can I send and receive pictures while talking on the Iphone 5S?

I have the Iphone 4s and I believe I use to be able to send pictures while talking on the phone via Wi-Fi, but now I can't.  I do need to upgrade my phone because my Samsung Galaxy S3 isn't working for me so I had to resort back to the Iphone 4s.  I love the new OS 7 updated and would like to stay with the Iphone.  But I do need to know that with the Iphone 5S is capable with the 4G LTE network.
