Can I unlock my Verizon iPhone in Ukraine?

I bought on ebay iPhone 5s locked under Verizon, I am from Ukraine and want to unlock it so he worked with the local operators. How do I get to do? Here is the website for information about unlocking? Because I have not found.

To unlock  or activate a Verizon phone, you must do so from within the US and have an active account.  You cannot do so outside the US and without an active Verizon account.

Was Verizon still selling phones locked when the 5s was sold (2 years ago)?

Yes the phone is locked when you insert another SIM card, it displays a message that SIM card does not display picture.
