Can the iPhone 5s use gps during a call?

We just upgraded my wifes phone and noticed she cannot be on the phone and use GPS (waze) at the same time, is this a setting issue or is this standard.

This is standard for iPhone 5S on Verizon or Sprint (CDMA) carriers.  iPhone 6 can do simultaneous voice and data on Verizon, but not 5S.
