Data signal fluctuates from LTE to 3G to "o"

Whenever I use my iPhone 5 in downtown Princeton, especially indoors, I receive an adequate voice signal (around 2-3 bars) but my data signal fluctuates from LTE to 3G to "o".  According to the Verizon coverage map, this area is LTE enabled.  Why is the data signal so flakey?
