Just leaving it in lost mode and keep it on your iCloud account effectively "bricks up" a device.
Another person will not be able to update or use their own Apple ID on the device.
This presents a problem when someone is duped into purchasing a used iPad, but can't activate it on their Apple ID and informed, " this device is registered to another Apple ID ".

I understand it's important to get the correct information and I want to clarify your concern. Find My iPhone is most frequently used when the device has been lost or stolen; I've used it myself plenty of times. The device needs to be powered on and with active service for the application to locate it remotely. Erasing all content from your phone will restore it to factory settings so your information is safe if the phone can't be recovered. However, if you reported it Lost/Stolen with us, which is almost always the case, though the device will prompt to "activate" it won't be able to since it was reported. That is why you were advised it can't be activated again.

Thanks for clarifying that. So, if I found the phone later, after erasing it, I would be able to activate it back to my account, is that correct ?
Also, in order to report it lost or stolen, I would need to contact customer service. I have always had a hard time doing that. Could you tell me if this is a good number to reach them on, 1-800-922-0204.

You did not fully understand what Ada wrote.
You can activate the device yourself only if you don't report it to Verizon Wireless as lost or stolen.
If a person tries to activate it after you lock it or erase it from being used and have not REPORTED IT TO VERIZON you can
Activate back up. However I erased an iPhone yesterday and the warning screen told me that the person activating the device does not need my apple id to use it or activate it. I did a total wipe of an old iPhone before I stored it away.
So just lock it without an erase is really the best option. Renders it useless to the finder.

Thanks you for taking the time to work with us, richie72846! The device will only accept your Apple ID after the reset. 800-922-0204 is a great number to call for customer service however you can also suspend the line right online through http://www.vzw.com/myverizon.

He did not ask to suspend the line. And after a total wipe anyone can use that apple device.
If he locks it from use and finds it later he can reactivate it with no issue.
