Having trouble activating brand new 5c

I have the model number, but no activation code so I can't get past that step.  The most frustrating thing is not being able to get in touch with verizon since this is my only phone that I have and other one is deactivated.

Any suggestions? If I talk to a human at verizon support can they help me get phone signal.
