From what I'm learning - don't use the upgrade or sign a new contract on the line w unlimited data. If he needs a new basic phone, buy one off eBay or something. Just be careful to buy from a reputable seller.
Steps A and B are correct, but step C will cause you to lose unlimited data on line 1.
You can get 1 new phone, not 2 if you want to keep unlimited data. . Upgrades don't really transfer. They upgraded phone is still charged to the original line, but they allow you to activate the new phone on a different line.
Definitely call verizon.
