You have the numbers blocked via your on-line MyVerizon account and they still come through?  Is it calls or texts that still come through?  I believe that iMessages won't be blocked.

No, they are just showing up on my bill as 99999999 numbers and I have no idea who they are!

Those are blocked/restricted numbers.  You have the option to block those number if you subscribed to Usage Controls from Verizon Wireless.  There is a monthly fee.  You might see if there is an app in the iTunes store that will do the same thing for less cost.
