Iphone 5s on contract that is bought up.

Hello, I went to an Apple store to buy unlocked Iphone 5s I'm a tourist here in the States for about the next 3 months so a contract is not an option for me.

The sales representative said the unlocked phones were not for sale at the moment but I might be able to pay up for example Verizon Contract and then the phone would be locked on Verizon in the States but unlocked for any carrier for example in Europe.
