No voicemail sound without cellular data

Why do you have to turn cellular data on in order to hear the notification sound for a new voicemail?

Maybe Apple uses the data network to send the voicemail transcription to the phone?

Thanks, Ann. I know you have to have data turned on to see "Visual Voicemail". I just want the notification sound to make noise when I get a new voicemail, even with cell data turned off.

Even old flip phones would make a sound for new voicemail and missed calls. The iPhone 5 will not do this unless I have data turned on. Seems like a drawback.
