Not being able to make calls or send text messages

Hi,

I am not able to make phone calls or send regular text messages, I can send iMessages though.  This has happened two days in a row- I have hard shut down my phone twice and it is still happening.  Please tell me what the issue is-

Let's get your service back in business! Does this happen everywhere or just one location? What's your zip code? Do you get an error message when you try to place a call?
