Unable to reprogram iPhone 5c

I recently moved to a different state and my service is terrible. So I decided to reprogram my phone cause this has happened to me before with a different phone. However, when I attempt to dial *228 my phone gives me an error message stating "this number is not allowed." What do I do?

That'll never work. The process is different for Sim card devices.
