Unable to reprogram iPhone 5c

I recently moved to a different state and my service is terrible. So I decided to reprogram my phone cause this has happened to me before with a different phone. However, when I attempt to dial *228 my phone gives me an error message stating "this number is not allowed." What do I do?

Butterflyt84,

Let's get you the service you are looking for. On 4G devices like the iPhone 5c you do not need to do the *228. Please power your phone off and then remove the SIM card. Here are the steps http://vz.to/1mx9HT3. Then reset your network settings http://vz.to/1upufjl.

That'll never work. The process is different for Sim card devices.
