Is verizon ever gonna allow customers to be on the phone and look at things like facebook while in a phone call.

There is nothing Verizon can do if Apple does not include the hardware for the iPhone to perform the task in question.
As soon as Apple provides Verizon a phone which is capable of doing it, then it will happen. Android 4G LTE phones can be on the phone and look at things like Facebook while in a phone call already. It is not Verizon which is preventing this.

So i guess there is a deal with AT&T or something? Because their phones do it.

No, it is not because of a deal with AT&T, simply because AT&T uses GSM for calling AND data, while Verizon uses CDMA for calling and GSM for data(4G data at least). Since the iPhone can only use one of them at a time(a hardware limitation), you cannot have both sumultaneously.
4G LTE android phones have the hardware to perform this on Verizon, while the iPhone does not.
