Why can't I send or receive pictures to smartphones?

I Can't send or receive pictures to or from Smartphones and, if a group message is sent out, which includes a smartphon, my phone will not receive the message nor will it receive a group message sent by a smartphon. I already called Apple, they verified configuration and couldn't figure out the reason.

Are you using Wi-Fi ?  if so try the Network.. And you might try shutting the phone off pulling the Sim Card carefully let the set for 10min re-install power it up and have some send a message or send one out.. and it may be something in your settings that is causing the issue..
