Do you mean to unlock your phone on start up or after being idle?

settings-general-passcode lock (off)

Auto lock (never)

however if you or your agency or company use Microsoft Exchange Mail and Calendar then you must have a passcode lock on by default. in that case you would have to delete the MS Exchange Mail from your iPhone.
