Thank you. I had Verizon remove premium text block so hopefully this now will let it work properly and receive any tones and messages.

I am having the same issue. There was an Amber Alert and everyone around me was getting the alert and I did not. My son who is on the same plan got the alert, so our billing address is within the alert area. I have the Samsung Galaxy S4 with Premium Messaging not blocked. The Emergency Alerts are turned on. I am running Android version 4.3. Kernel version 3.4.0.
This is a new phone and I have never received amber alerts.

I hope this works.. I see someone else who replied to my issue is having same issue with their Galaxy S4 and premium unblocked. Makes me think a Verizon issue.

Uh, false.
Wireless Emergency Alerts use the device's physical location to broadcast alerts within a given area.
My home could be in New York, but I'm visiting Chicago. If the Illinois State Police issue an Amber Alert, my phone would receive it.
