Will my wife's iPhone 5c be able to work on another network while working in Africa?

My wife will be working in Africa for the next year. Will she be able to use her iPhone 5C on another network? It is a new phone directly from Verizon and i will be canceling her service. I think this route may be the cheapest for us to able to communicate.
