can't send mms on wifi

I have an iPhone 5c, but can't pictures and videos to non-iPhone devices unless I have data on just wondering if it is an issue or we can't send mms using wifi

MMS does not work over wifi, and must go over the cellular data connection. While it needs to use the cellular data connection, the data used does not count against your monthly limit.

thanks for the clarification I actually thought it counts under data usage as well. Is it the same for the voicemail also
