does the iPhone 5 need to be unlocked prior to going to London and installing the British GiffGaff virtual network? I'm getting the runaround at VZN.
The Verizon iPhone 5 comes unlocked. You can use it with a foreign SIM in the UK without doing anything else.

GiffGaff is a London mobile service provider.
Yes, I am aware of that. But I do not believe that you would be "installing" the network (virtual or otherwise) on the device.
